In the first year of the war, a significant number of measures was already
taken in the direction of fundraising, including external grant-based and concessional funding, expanding cooperation with the IMF, and with the governments of various countries. It should be noted, that during the war, debt management had a different character. The emphasis shifted to the volume of financing rather than its terms because the country's survival depended on the amount of funding available. However we should remember, that the government debts should be repaid, and it is important the conditions of borrowings.
