Деліберативна демократія: міжнародні стандарти та тенденції розвитку в Україні

| dc.description | The conceptual model of deliberative democracy is one of the ways to strengthen public participation within the framework of representative democracy. Interest in this model is growing both in the world and in Ukraine. At the same time, there is a tendency to standardize approaches to deliberative democracy at the international level. This makes the study of thematic international documents and the identification of opportunities for their implementation in Ukraine relevant. Therefore, the purpose of the article is to study attempts to institutionalize deliberative democracy at the level of international standards and recommendations, as well as relevant processes in Ukraine. The author focused on the standards reflected in the recently adopted documents on deliberative democracy of international organizations and the EU. Attention is also paid to the process of implementing deliberative practices in Ukraine. In particular, normative-value, structuralfunctional, institutional research methods, as well as methods of analysis, synthesis and forecasting, are used. The article analyzes thematic documents of the OECD and the EU, which are important guidelines for Ukraine, taking into account the submitted application for accession to the OECD and the European integration processes. Special attention is paid to the "first international standard" of deliberative democracy – the Recommendation of the Committee of Ministers of the Council of Europe. The experience of implementing deliberative practices in Ukraine, which takes place in the difficult conditions of a full-scale war, is analyzed. In particular, the author highlights the first public assemblies in the cities of Zvyahel and Slavutych; a citizen panel in Konotop; planned deliberative discussions in Kyiv and Zhytomyr; defining the task of popularizing deliberative democracy within the framework of the implementation of the National Strategy for Promoting the Development of Civil Society in Ukraine and the European Integration Roadmap on the Functioning of Democratic Institutions. At the same time, factors that may complicate the scaling up of the implementation of deliberation in Ukraine in the near future are identified. In particular, these include the lack of a legislative framework and a systematic approach, limited resources, and dependence on international support. | en_US |
| dc.description.abstract | Концептуальна модель деліберативної демократії є одним із способів посилення громадської участі в рамках представницької демократії. Інтерес до цієї моделі зростає як у світі, так і в Україні. При цьому наявна тенденція стандартизації підходів до деліберативної демократії на міжнародному рівні, що актуалізує дослідження відповідних документів та визначення можливостей їх впровадження в Україні. Тож метою статті є дослідження спроб інституціоналізації деліберативної демократії на рівні міжнародних стандартів та рекомендацій, а також – відповідних процесів в Україні. Автор зосередив увагу на стандартах та рекомендаціях, що відображені в нещодавно прийнятих документах про деліберативну демократію міжнародних організацій та ЄС. Крім того, увага приділена процесу впровадження деліберативних практик в Україні. Застосовані, зокрема, нормативно-ціннісний, структурно-функціональний, інституціональний методи дослідження, а також методи аналізу, синтезу і прогнозування. У статті проаналізовані тематичні документи ОЕСР та ЄС, що є важливими орієнтирами для України, враховуючи подану заявку на приєднання до ОЕСР та євроінтеграційні процеси. Окрему увагу приділено "першому міжнародному стандарту" деліберативної демократії – Рекомендації Комітету міністрів Ради Європи, членом якої є Україна. У контексті стандартів та рекомендацій міжнародних організацій проаналізований досвід впровадження деліберативних практик в Україні, що відбувається в складних умовах повномасштабної війни. Відзначені наявні позитивні тенденції в цій сфері, зокрема перші громадські асамблеї у мм. Звягелі та Славутичі; громадянська панель у м. Конотопі; заплановані деліберативні обговорення у мм. Києві та Житомирі; визначення завдання щодо популяризації деліберативної демократії в рамках реалізації Національної стратегії сприяння розвитку громадянського суспільства в Україні та євроінтеграційної дорожньої карти з питань функціонування демократичних інституцій. Водночас виокремлені фактори, що можуть ускладнювати масштабування впровадження деліберації в Україні у найближчому періоді. Зокрема, йдеться про відсутність законодавчої бази та системного підходу, обмеженість ресурсів, залежність від міжнародної підтримки. | uk_UA |
