| dc.description | The article is devoted to the study of the peculiarities of the functioning of such a mechanism of public participation as public councils and other consultative and advisory bodies. These bodies are designed to ensure state-public interaction at the level of a more in-depth and longterm dialogue (in contrast to access to information and conducting separate consultations with the public). At the same time, the effectiveness of their functioning is affected by the fullscale Russian-Ukrainian war, which actualizes the need to study the corresponding impact. The relevant task of the action plan until 2024 regarding the implementation of the National Strategy for Promoting the Development of Civil Society in also shows importance of research in this area. The purpose of the article is to determine the peculiarities of the functioning of public councils and other consultative and advisory bodies under the executive authorities, including a comparison of their performance for 2021 and the period after the full-scale Russian invasion of Ukraine, as well as to highlight trends characterizing changes in the application of this mechanism public participation. For this, a number of methods are used, in particular, structural-functional, normative-value, as well as methods of analysis and synthesis. The results of the research proved that, despite the introduction of martial law, the network of public councils under the executive authorities continued to operate. At the same time, a certain regression in its functioning was revealed. In particular, there is a significant decrease in the activity of public councils in terms of the main form of their work – holding meetings; decrease in the number of councils holding other public events; negative trends according to the indicator of consideration of projects of legal acts or materials regarding the activities of executive authorities. On the other hand, there is a certain increase in the interest of the executive authorities in the creation of additional public consultative and advisory bodies as an opportunity to expand cooperation with the non-state sector to respond to the challenges of war, in particular in matters of humanitarian aid organization, integration of internally displaced persons, population support, regional economic development etc. | en_US |
| dc.description.abstract | Стаття присвячена дослідженню особливостей функціонування такого механізму громадської участі, як громадські ради та інші консультативно-дорадчі органи. Саме ці органи покликані забезпечити державно-громадську взаємодію на рівні більш поглибленого та тривалого діалогу (на відміну від доступу до інформації та проведення окремих консультацій з громадськістю). Водночас на ефективність їх функціонування не може не впливати повномасштабна російсько-українська війна та введення воєнного стану, що актуалізує необхідність вивчення відповідного впливу. Важливість дослідження роботи громадських рад також обумовлена відповідним завданням плану заходів до 2024 року щодо реалізації Національної стратегії сприяння розвитку громадянського суспільства в Україні. Метою статті є визначення особливостей функціонування громадських рад та інших консультативно-дорадчих органів при органах виконавчої влади, у тому числі порівняння показників їх роботи за 2021 рік та період після повномасштабного російського вторгнення в Україну, а також виокремлення тенденцій, що характеризують зміни в застосуванні цього механізму громадської участі. Для цього застосовано низку методів, зокрема структурно-функціональний, нормативно-ціннісний, а також методи аналізу і синтезу. Результати дослідження засвідчили, що, не зважаючи на введення воєнного стану, мережа громадських рад при органах виконавчої влади продовжила діяти. Водночас зафіксований певний регрес в її функціонуванні. Зокрема, мають місце суттєве зниження активності громадських рад в частині основної форми роботи – проведення засідань; зниження кількості проведення радами інших публічних заходів; негативні тенденції за показником розгляду проектів нормативно-правових актів або матеріалів щодо діяльності органів виконавчої влади. З другого боку, є певне зростання інтересу органів виконавчої влади до створення додаткових громадських консультативно-дорадчих органів як можливості розширити співпрацю з недержавним сектором для реагування на виклики війни, зокрема у питаннях організації гуманітарної допомоги, інтеграції внутрішньо переміщених осіб, підтримки населення, розвитку економіки регіонів тощо. | uk_UA |
