Abstract
The Conference on Ukraine’s Reconstruction in Research and Higher Education marked a significant moment for the RIFF project, a Horizon Europe initiative coordinated by Masaryk University focused on restoring and strengthening Ukraine’s research infrastructures. With over 300 participants attending in person and online, the event brought together European stakeholders, including the ones from Ukraine to address the strategic reconstruction of Ukraine’s research and higher education ecosystem amid ongoing war. The RIFF project aims to deliver a comprehensive roadmap for rebuilding Ukrainian research infrastructures through a dual approach: bottom-up engagement via open calls and awareness campaigns, and top-down consultations with policymakers and experts. The roadmap will align with European standards, including ESFRI methodologies, and reflect green and digital transition priorities. Key sessions included: Panel discussions on the role of research and innovation in Ukraine’s recovery, highlighting Czech and EU support mechanisms, diaspora engagement, and the risks and opportunities of reconstruction. Ukrainian voices presented lived experiences, institutional case studies, and strategic policy perspectives. Speakers emphasized systemic fragmentation, underinvestment, and the need for coordinated na􀦞onal strategies. The Strategic Action Plan 2027 was introduced as a framework for reform in Ukraine. European initiatives showcased mult-level support, including Horizon Europe integration, bilateral cooperation, equipment donations, and capacity-building programs. Notable projects include LUKE, MAVKA beamline, and the UK–Ukraine Twinning Initeative. The conference underscored the urgency of transitioning from emergency aid to long-term, systemic transformation. It called for deeper EU–Ukraine integration, co-investment in research infrastructure, and the mobilization of international expertise to ensure Ukraine’s scientific resilience and future prosperity.
