Abstract
Розглянуто проблеми та досліджено виклики розвитку територіальних громад в умовах воєнного стану та подолання наслідків збройної агресії російської федерації. Зазначено, що повномасштабне вторгнення рф завдало значних матеріальних збитків громадам, зумовило зниження доходів бюджетів, поглиблення соціально-економічних викликів, руйнування інфраструктури, знищення виробничих потужностей й закладів соціальної сфери, демографічній зміні населення через вимушене переміщення та незворотні втрати. Наголошено, що ці виклики потребують перерозподілу фінансових ресурсів, використання інноваційно-інвестиційних інструментів. Проаналізовано досвід місцевих громад, які реалізовують найкращі європейські принципи належного врядування в умовах воєнного стану та подолання наслідків збройної агресії російської федерації. Наголошено, що основним планувальним документом для реалізації секторальних стратегій розвитку, координації державної політики у різних сферах є Державна стратегія регіонального розвитку на 2021–2027 рр., яка визначає генеральний вектор сталого розвитку регіонів та розроблена відповідно до Цілей сталого розвитку України до 2030 року. Виявлено, що в законодавчих документах, в яких прописані механізми політики відновлення регіонів і територій, передбачене комплексне удосконалення державної регіональної політики з урахуванням викликів, які постали перед громадами та регіонами у зв’язку з військовою агресією російської федерації. Для відбудови та розвитку регіонів та громад встановлено трирівневу, ефективну систему стратегічного планування: державна стратегія – регіональні стратегії – стратегії громад. Для кожної громади важливим є використання довгострокових елементів планування як то: візія та стратегія розвитку й бренд як інструмент громадянської активності мешканців громади та залучення інвесторів. Акцентовано, що важливим питанням в умовах збройної агресії проти України є захист прав людини, забезпечення підтримки та реінтеграції постраждалих, гармонізація національного законодавства з міжнародним для відповідальності за колабораціонізм, реалізація ефективних механізмів обліку та компенсації за знищене або пошкоджене майно. Обґрунтовано, що важливою складовою для розвитку територіальних громад є підтримка міжнародних організацій, спрямована на економічне відновлення та розвиток інфраструктури; місцеве самоврядування та реформу з децентралізації влади; громадську безпеку та соціальну згуртованість.

The problems and challenges of the development of territorial communities under martial law and overcoming the consequences of the armed aggression of the Russian Federation are considered and investigated. It is noted that the full-scale invasion of the Russian Federation caused significant material damage to communities, led to a decrease in budget revenues, deepening socio-economic challenges, destruction of infrastructure, destruction of production facilities and social institutions, demographic change of the population due to forced displacement and irreversible losses. It is emphasized that these challenges require the redistribution of financial resources, the use of innovative and investment instruments. The experience of local communities that implement the best European principles of good governance under martial law and overcoming the consequences of the armed aggression of the Russian Federation is analyzed. It was emphasized that the main planning document for the implementation of sectoral development strategies and coordination of state policy in various areas is the State Strategy for Regional Development for 2021–2027, which defines the general vector of sustainable development of regions and is developed in accordance with the Sustainable Development Goals of Ukraine until 2030. It was revealed that the legislative documents that prescribe the mechanisms of the policy of restoration of regions and territories provide for a comprehensive improvement of state regional policy, taking into account the challenges that communities and regions have faced in connection with the military aggression of the Russian Federation. For the reconstruction and development of regions and communities, a three-level, effective system of strategic planning has been established: state strategy - regional strategies - community strategies. For each community, it is important to use long-term planning elements such as: vision and development strategy and brand as a tool for civic activity of community residents and attracting investors. It is emphasized that an important issue in the context of armed aggression against Ukraine is the protection of human rights, ensuring support and reintegration of victims, harmonization of national legislation with international legislation for liability for collaborationism, implementation of effective mechanisms for accounting and compensation for destroyed or damaged property. It is substantiated that an important component for the development of territorial communities is the support of international organizations aimed at economic recovery and infrastructure development; local self-government and reform of decentralization of power; public safety and social cohesion.
